Background
The Agency for Healthcare Research and Quality (AHRQ) of the Department of
Health and Human Services (HHS), is soliciting proposals on a partial small
business set-aside under the North American Industry Classification System
(NAICS) Code 54611 for a three year with two option years cost reimbursement
basis for the project, Knowledge Transfer and Applications Support. Up to four
contracts are anticipated to be awarded from this one solicitation.
It is anticipated that the cost per year for each contract shall not exceed
$1.0 million.
The purpose of this procurement is to develop and implement integrated
knowledge transfer and application strategies using a wide range of innovative
methods that will increase the rates of application and use of research findings
in health care policy and practices by AHRQ stakeholders. These stakeholders
include health and hospital system decisionmakers, State and local policymakers,
health care purchasers and providers. Health systems include hospitals, clinics,
group practices, managed care organizations and professional associations such
as, but not limited to, the American Academy of Family Physicians, the American
Academy of Pediatrics, the American College of Nurse Practitioners, or the
American Nurses Association.
It is expected that knowledge transfer and application strategies developed
under this procurement will more closely link researchers, policy makers,
decision makers, and other users of research information throughout the research
and diffusion processes, such that the information generated will be more useful
to stakeholders, and that the application of that information in policy and
practice will be greatly increased.
Strategies developed under this procurement shall be drawn from the fields of
diffusion of innovations and knowledge transfer. The methods used may include,
but are not limited to computer, Web-based, and conventional face-to-face
approaches such as Web conferencing, computer simulations, E-mail list servers,
technical assistance, and workshops and other meetings.
