Background
The Agency for Healthcare Research and Quality (AHRQ) of the U.S. Department
of Health and Human Services (HHS), is soliciting proposals on a Small
Disadvantaged 8(a) basis under North American Industry Classification System
(NAICS) Code 511120 500-employee limit for a 5-year cost reimbursement contract
for assistance in the design, writing, editing, publishing, audience research,
and information and communication activities within AHRQ's Office of
Communications and Knowledge Transfer (OCKT).
It is anticipated that the cost per year shall not exceed $2.1 million.
The contractor must have an understanding of goals and mission of AHRQ and of
the fields of writing, editing, design, dissemination, and translation
specifically as they relate to health services research and policy, including
the respective roles of different elements of the health care system and of
leading professional associations with health research and policy interests.
The contractor shall provide on-site personnel to support the activities,
goals and mission of OCKT, the organizational unit responsible for writing and
editing AHRQ's print and electronic products, and for writing and editing
products to publicize, disseminate, and translate the information into
practice.
The contractor shall support OCKT's product design, writing, and editing
activities necessary for producing Agency printed, graphic, and electronic
products. The contractor's responsibilities shall include activities such as
writing, revising/rewriting assigned products; proofreading and editing;
managing the development of products; writing journal submissions as assigned;
writing and translating publications; and staffing AHRQ exhibits.
The contractor's dissemination and translation activities shall include the
writing and implementation of dissemination strategies and plans for AHRQ
programs and specific products, as well as for the development of partnerships
with specific audiences, such as professional health care organizations, managed
care organizations, disease management firms, and consumers and patients,
including those who are at higher risk for health problems.
These activities require the writing of a substantial number of products
including press releases, fact sheets, pitches to the media, direct mail
materials, ads for placement in professional journals, and case studies showing
the impact of AHRQ-funded research.
In addition, the contractor must demonstrate the ability to:
- Write materials and conduct outreach to the media in English and in
Spanish.
- Write public service announcements in English and Spanish.
- Write journal articles.
- Write scripts and write materials to prepare for Web casts and Web chats.
- Write other dissemination and translation products.
The contractor also must conduct audience research and test various AHRQ
products using a variety of techniques and write reports summarizing the results
of this audience research.
