It is anticipated that a cost reimbursement contract award will be made under this solicitation for a four-year period of performance with one two-year option (option length revised).


Background and Purpose

The objective of this contract is to establish a patient safety program evaluation center that shall:

  1. Develop and implement an overall evaluation plan for patient safety projects funded by AHRQ consistent with Agency requirements, GPRA (Government Performance Results Act) requirements, initiative intents, and Congressional mandates.
  2. Develop baseline patient safety evaluation measures for determining context and antecedent conditions existing prior to initiation or at the beginning of implementation of AHRQ's patient safety research initiative.
  3. Utilize formative evaluation procedures, monitor progress at meeting initiative intents and objects and make recommendations for improvement.
  4. Assess overall initiative impacts, outcomes, and adoption diffusion using both qualitative and quantitative assessment approaches.
  5. Document and prepare evaluation reports to various audiences and stakeholders indicating the results of AHRQ's funded patient safety research and project activities.

The purpose of this contract is to support an external evaluation center that shall design and coordinate the evaluation of the various components of the Agency's patient safety initiative. There are 94 individually funded projects to be included in the program evaluation activity of the center. Additional grants and contracts will be awarded during fiscal years '02, '03, and '04 that will be considered as part of the patient safety initiative. The evaluation center shall provide overall evaluation of the AHRQ patient safety initiative and collect and analyze evaluation data generated by various grants. The program evaluation center shall coordinate evaluation activities with other activities of a separately funded patient safety research coordination center. Specifically, the evaluation center shall support the Agency's work with grantees related to program evaluation including instrument development and data analysis. The evaluation center shall also produce products (e.g., instruments and other evaluation measures and develop databases) that shall facilitate work on patient safety by researchers and policymakers (particularly at the state level). The evaluation center shall also create useful measures of patient safety that have the potential to serve as patient safety quality indicators that may be used as part of the National Quality Report.

  1. Principal Investigators and Co-Principal Investigators of grants awarded under the RFAs listed below are ineligible to participate as part of the Program Evaluation Center proposal.

    • RFA HS-01-002: Centers of Excellence for Patient Safety Research and Practice.
    • RFA HS-01-003: Improving Patient Safety: Health Systems Reporting, Analysis, and Safety Improvement Research and Demonstrations.
    • RFA HS-01-006: Clinical Informatics to Promote Patient Safety.
    • RFA HS-01-007: Developmental Centers for Evaluation and Research in Patient Safety.
    • RFA HS-01-008: Patient Safety Research Dissemination and Education.
    • RFA HS-00-007: Systems-related Best Practices to Improve Patient Safety.

    Organizations and institutions (including their subcontractors) being awarded grant(s) under the above RFAs may be a prime or subcontractor on a proposal for this procurement (Patient Safety Program Evaluation Center).

    Organizations and agencies currently under contract to AHRQ for patient safety related research activity are ineligible to participate as part of the Patient Safety Program Evaluation Center Proposal. These contracts include:

    • The Patient Safety Research Coordination Center, Westat.
    • The Patient Safety Task Force Implementation Planning Study, MEDSTAT.
    • Patient Safety Data Guidance, Institute of Medicine (IOM).
    • Patient Safety Measures, KPMG Consulting, LLC.
  2. Principal Investigators and Co-Principal Investigators of grants awarded under RFA HS-01-005: The Effect of Health Care Working Conditions on Quality of Care, that focus on patient safety rather than more generally on quality of care are ineligible to participate as part of a Program Evaluation Center proposal. Organizations and agencies including their subcontractors awarded grants that focus on patient safety under the above listed RFA may be a prime or a subcontractor for this procurement (Patient Safety Program Evaluation Center).
