The presolicitation synopsis for this requirement was published in the FedBizOpps (http://www.fedbizopps.gov) on May 25, 2007, under the title, "Adding Clinical Data to Statewide Administrative Data: Planning Projects." The solicitation issue date is June 4, 2007.

The Request for Proposals (RFP) is available for download (Select to access Downloading Information) and at the Federal Business Opportunities Web page: http://www.fedbizopps.gov. It is the offeror's responsibility to monitor the Web sites where the RFP will be posted to learn about any amendments to the solicitation.

It is anticipated that multiple firm fixed price contract awards will be made under this solicitation for an 18-month period of performance.

Summary

AHRQ is soliciting proposals for a project that is part of AHRQ's new "Joining Forces" initiative which aims to capitalize on the joint power of administrative data and health IT to support quality improvement, health care transparency and research.

Through these two complementary contract solicitations issued simultaneously, AHRQ will support projects to add more detailed clinical data to statewide administrative databases, including but not limited to present-on-admission indicators and laboratory values at admission. These projects build on recent work sponsored by AHRQ that assessed the incremental value of adding particular clinical data elements.

In the first project, an in-depth pilot will be conducted in one or more states to add or link hospital clinical information to administrative (discharge abstract or claims) data. In the second project, a limited number of smaller planning awards will be provided to statewide data organizations that are not yet ready to engage in a pilot but that seek to enhance their administrative datasets with more clinical data. This solicitation is for the second type of project—a project to conduct planning activities needed to add detailed clinical information to statewide administrative data.

These two types of projects (pilot projects and planning projects) will focus on expanding the data capacities of statewide data organizations participating in AHRQ's Healthcare Cost and Utilization Project (HCUP) and is therefore open to any HCUP Partner that meets the qualifications stated herein. To be eligible the HCUP partner must meet or exceed the following criterion: The organization must provide, at a minimum, statewide inpatient data to AHRQ.
