    Warmest anomalies this month were noted across much of central and eastern Europe eastward across the Ural Mountains of Russia. Temperatures were more than 4 C above the 1992-2000 average across most of the region. Warm anomalies were also noted across central and northern Africa, the western United States, and across the Middle East into India. Serious agricultural drought was reported across portions of the interior Indian subcontinent, Pakistan, Iran, and around the Horn of Africa with a reported 10 million people affected by these droughts. Below average anomalies were prevalent across western Europe, parts of interior Australia and across the southern quarter of Africa. Parts of western Australia and southeast Africa had flooding rains during the month associated with tropical systems.
