King County Board of Health (BOH)
Information about rulemaking

Initiation of Rulemaking. Board members, public health officials or interested persons may initiate rulemaking by submitting proposals or recommendations for establishing, amending or repealing rules or regulations to the Director of Health who shall be responsible for preparing them for Board consideration.

Notification regarding Proposed Rules and Regulations: Notification regarding public hearings on proposed rules and regulations is available at least two weeks in advance of the public hearing. The information is also available on the Board of Health website.

If you would like to receive written public notice of proposed rule or regulation you can contact the Board Administrator [see BOH membership roster for contact information] and request that your name and mailing /e-mail address be added to our distribution list, or you can complete the "request to be added to the mailing list" form that is available at each Board meeting. Please specify the types of rules and regulations you are interested in receiving [ie., solid waste, water, environmental health fees] otherwise you will receive public notice of all proposed rules and regulations that go before the Board.

Notice of all public hearings are also published in the Seattle Times Classifieds Section under legal notices at least 14 days in advance of the public hearing date.

Public Testimony on Proposed Rules and Regulations. At public hearings convened pursuant to the Board's rulemaking procedures (Title 2 of the Code of the King County Board of Health), the Board shall take oral or written testimony at the time and place of the hearing. (In order to ensure copies of written comments are available to Board members and meeting attendees, written testimony should be submitted to the Board Administrator the Monday prior the scheduled meeting).
