Prior to beginning a project at Lawrence Berkeley National Laboratory (LBNL), several site access requirements must be met: 1) Parking arrangements and/or gate access and 2) Foreign national screening in fulfillment of U.S. Department of Energy (DOE) directives and requirements. Subcontractors with On-Site Parking Allotments
Subcontractors working on construction projects with on-site parking allotments should make arrangements for parking permits and gate access with their Facilities Project Manager (Facilities PM) prior to the first day of work.

NOTE: Subcontractors who fail to submit the required paperwork and/or documents will be delayed at the gate and may not be permitted to begin work until all requirements are met.

Parking permits must be displayed on the dashboard of company or personal vehicles while on the LBNLmain site or any off-site DOE-leased facility. Subcontractors with Off-Site Parking Allotments
Subcontractors working on construction projects with off-site parking arrangements and shuttle bus service to LBNL should make arrangements with their Facilities Project Manager (Facilities PM) prior to the first day of work.

NOTE: Subcontractors who fail to submit the required paperwork and/or documents will be delayed at the pickup location and may not be permitted to begin work until all requirements are met.

Foreign National Screening Requirements
Some visitors to LBNL require special processing. Under DOE's guidance governing unclassified foreign visits and assignments, all DOE facilities are required to document the visits and/or assignments of individuals who are citizens of, were born in, or are affiliated with any of the sensitive or terrorist-sponsoring countries listed below. NOTE: These requirements do not apply to sensitive or terrorist-sponsoring country foreign nationals who have become U.S. citizens. They do, however, cover immigrants or "green card" holders.

Subcontractor Substitutions
To facilitate site access procedures and reduce processing time at the gate or pickup locations, subcontractors should notify their Facilities PM in advance when sending substitute employees. If this is not possible, substitute employees will be detained at the gate or pickup locations until parking and foreign national screening requirements are met. Additional delays may result, if the substitute employee is from one of the sensitive countries and requires access for more than 30 days. If the substitute employee is from one of the terrorist-sponsoring countries, the Facilities PM will be contacted and the employee will be escorted off-site. Arrangements can be made for future access, but the employee will not be granted access until the Lab receives approval from the Department of Energy Under Secretary for Science (6-8 month process). Naturalized U.S. citizens from any of these countries are exempt from DOE requirements.

Terrorist-sponsoring Country Processing
Subcontractor personnel who are citizens of, were born in, or are employed by a company or organization of a terrorist-sponsoring (T-5) country require PRIOR DOE Secretarial approval before they can be granted Laboratory access. Since these approvals are currently taking 6-8 months, early notification is essential to best accommodate the subcontractor as well as the sponsoring division. Naturalized U.S. citizens from any of these countries are exempt from DOE requirements.

Sensitive Country Processing
Subcontractor personnel who are citizens of, were born in, or are employed by a company or organization of a sensitive country are subject to DOE requirements if they work on-site for over 30 consecutive calendar days. Naturalized U.S. citizens from any of these countries are exempt from DOE requirements.
