The Counterintelligence (CI) Office assists Berkeley
Lab employees who hold DOE security clearances with interactions
related to DOE's Sensitive and
Terrorist-sponsoring Countries
(T-5), including hosting sensitive and terrorist-sponsoring
country nationals, foreign travel, and reporting
sensitive and terrorist-sponsoring country contacts.
A small number of the Berkeley Lab staff have maintained a DOE security clearance for the purpose of collaborative classified research at other DOE facilities. Berkeley Lab does not conduct classified research and does not maintain security clearances. No classified information is stored on site.
For counterintelligence (CI) matters, the primary
point of contact for security clearance holders (and for all other
LBNL employees who have questions about CI issues) is Steve
Minniear (486-4988) in the Director's Office.
A clearance holder is a host when
he/she has a definitive role in inviting, sponsoring, and collaborating
with a sensitive or terrorist-sponsoring country foreign national
on or off site.
Required procedure for all clearance holders:
Hosting sensitive and terrorist-sponsoring
country foreign national guests:
- Furnish completed Participating
Guest Information Form (PGIF) to the CI Office (fax: 486-4941)--1 month in advance for sensitive and 4-6
months in advance for T-5--for
a counterintelligence review, including national security indices
searches.
Travel to a sensitive country:
- The CI Office is notified by the LBNL Travel Office of all official
travel to sensitive countries and will provide travel
briefings and debriefings to travelers with security clearances.
- Unofficial travel to sensitive countries by
clearance holders should be reported to the CI Office for a briefing.
