Submitting Competing SBIR/STTR Grant Applications

Submission Dates


All SBIR/STTR grant applications submitted to NIH in response to current RFAs or PAs with receipt dates prior to December 1, 2005, must follow the format and instructions in the current NIH SBIR/STTR Omnibus Grant Solicitation (http://grants.nih.gov/grants/funding/sbirsttr1/index.pdf  or http://grants.nih.gov/grants/funding/sbirsttr1/index.doc) for a paper submission.

All grant applicants must submit competing SBIR and STTR applications online to the NIH through Grants.gov (http://www.grants.gov/) using the SF424 Research and Research Related (R&R) form as of the December 1, 2005, submission date (as announced in http://grants.nih.gov/grants/guide/notice-files/NOT-OD-05-067.html). Grants.gov provides a single interface for agencies to announce their grant opportunities and for all grant applicants to find and apply for those opportunities. Through this site, you will be able to download a copy of the application package, complete it offline, and then upload and submit your application electronically. APPLICATIONS MAY NOT BE SUBMITTED IN PAPER FORMAT.

NIH expects the small business solicitations to be available in grants.gov "Apply" by October 17, 2005. In the meantime, grantees may follow the current instructions in the NIH Omnibus Solicitation for SBIR/STTR for the Research Plan Sections which will remain essentially the same in the new SF 424 (R&R) application.

Submission Problems – What should you do?

If you have problems submitting to Grants.gov before the submission date, please contact Grants.gov Customer Support at 1-800-518-4726 or use the customer support available on the Web site: http://www.grants.gov/CustomerSupport.

You must submit an electronic application before 5:00 p.m. local time (of the applicant institution/organization) on the submission date through the Grants.gov site.

CDC and FDA do not participate in the STTR program.

If the submission date falls on a weekend, it will be extended to the following Monday; if the date falls on a holiday, it will be extended to the following workday . An application submitted after the published submission date will be held until the next published submission date. The submission date will be waived only in extenuating circumstances. To request a waiver, include an explanation in the cover letter component of the Grants.gov application submission. No request for a waiver will be considered prior to submission of the application.

Submission of SBIR/STTR Phase II Applications (non-"Fast-Track")

Phase II applications may be submitted on any of the three scheduled receipt dates identified below, either before or after expiration of the Phase I budget period. However, the Phase II grant application should be submitted no later than the first six receipt dates following expiration of the Phase I budget period. Applicant small business concerns are reminded that Phase II funding is based on the results of Phase I, scientific and technical merit, and commercial potential of the Phase II application. Applicants are cautioned that applications not demonstrating sufficient results in Phase I may not receive a score in the peer review process (see Section VI. Method of Evaluation and Selection Criteria).

Submission of Fast-Track Applications

Fast-Track applications may be submitted on any of the three published receipt dates.

Usually within six weeks of the submission date, the CSR/NIH will send the Principal Investigator and the applicant organization a notification mailer. The mailer will indicate a grant application assignment number as well as the name, address, and telephone number of the Scientific Review Administrator (SRA) of the scientific peer review group to which the application has been assigned. If this information is not received within that time, You may question either your study section or IC assignment by contacting the Scientific Review Administrator (SRA) noted in your letter or the CSR referral office:

Supplementary or corrective material pertinent to the review of an application after the submission date may be submitted only if it is specifically solicited by or agreed to through prior discussion with the Scientific Review Administrator of the scientific peer review group.
