March 12, 1999 DT-99-010 MEMORANDUM TO: Designated Agency Ethics Officials FROM: Barbara A. Mullen-Roth Associate Director for Education and Program Services SUBJECT: New Web-based Ethics Training The U.S. Office of Government Ethics (OGE) has recently placed on its Web site an interactive Web-based training (WBT) module for executive branch employee ethics training. This introductory module concentrates on 5 C.F.R. Part 2635, Subpart B, Gifts From Outside Sources, which provides guidance on the rules governing acceptance of gifts from sources outside of the Federal Government. The module focuses on the basic gift rule, the most frequently encountered gift exclusions and exceptions, and disposition of prohibited gifts. Links are provided to a complete copy of subpart B, a synopsis, and specific cites as the ethics terms occur. The module guides employees through an interactive experience, reading, answering questions, and reviewing before they complete the final exercise and print a certificate of completion. Employees may also choose to perform specific research on the ethics terms associated with subpart B through the links provided in the module. As they begin the module, employees are directed to seek guidance from their agency ethics official on whether completing the module meets the annual ethics training requirement for their agency. This module is designed to be played directly on the OGE Web site, www.usoge.gov, and can be found in the Ethics Resource Library section under the category of Computer/Web-Based Training. It can also be more directly accessed at the following URL: www.usoge.gov/usoge006.html#computer. If you have questions about accessing the WBT, please contact Tonda King at 202-208-8000, extension 1229, or Angelique Ewell at extension 1111. Questions about the content of the module should be directed to Jo Lee Hazelwood on extension 1233.
