SUBJECT: Publication of Three New Ethics Training Pamphlets


The Office of Government Ethics (OGE) is pleased to announce the publication of three new ethics training pamphlets for executive branch agencies to use in training their employees. These three pamphlets, tentatively entitled "Do It Right, An Ethics Handbook for Executive Branch Employees", "The ABC's of Ethics, an Introduction to Ethics for Executive Branch Employees" and "A Brief Wrap on Ethics", are intended to help executive branch employees understand the rules and restrictions that govern their conduct as public servants. The pamphlets are written at different levels of sophistication to allow agencies to tailor their materials to the needs of different groups of employees. Because the pamphlets are summary in nature, they cannot substitute for the text of the conflict of interest statutes and the standards of conduct. They should, however, help executive branch agencies communicate these provisions to their employees. A brief description of each of the pamphlets follows:

Comprehensive treatment:

"Do It Right, an Ethics Handbook for Executive Branch Employees" is a 35 page (8 1/2" x 11") booklet. This booklet provides a detailed summary of the conflict of interest statutes and the standards of ethical conduct as they apply to executive branch employees. The booklet uses examples to promote reader comprehension. Jacket Number: 352-617. Rider rate: $0.65.

Intermediate treatment:

"The ABC's of Ethics, an Introduction to Ethics for Executive Branch Employees" is a 22 page (8 1/2" x 11") pamphlet. This pamphlet provides an introductory level summary of the laws and regulations in the area of ethics. It uses a question-and-response format, as well as examples, to help the reader in understanding the material. Jacket Number: 352-619. Rider rate: $0.45

Elementary treatment:

"A Brief Wrap on Ethics" is an 18 page (7" x 10") pamphlet. An easy-to-read, anecdotal treatment of some of the basic ethics laws and regulations, this pamphlet uses a colloquial style and simple examples to facilitate reader understanding. Jacket Number: 352-618. Rider rate: $0.40.

Anticipating a broad demand for these publications, OGE has negotiated an agreement with the U.S. Government Printing Office (GPO) to allow agencies to ride OGE's requisition for these pamphlets before actual publication. This will shorten normal delivery time for these documents. The estimated cost and GPO jacket numbers of each of the publications are provided above, together with a brief description of the item.

All SF-1 forms must be received by GPO by August 1, 1993, in order to take advantage of the rider. All regional and field offices should coordinate with their parent agency to effect within-agency distribution. Please mail or fax your SF-1 forms to:

Failure to order these materials by August 1, 1993 will not preclude you from obtaining them. The Superintendent of Documents (SupDocs) will be ordering copies and will make them available for sale.
