U.S. Office of Government Ethics 1201 New York Avenue, NW. Suite 500 Washington, DC 20005-3917 November 15, 2007 DO-07-046 MEMORANDUM TO: Designated Agency Ethics Officials, General Counsels and Inspectors General FROM: Marilyn L. Glynn General Counsel SUBJECT: Reissuance of two Ethics Pamphlets Summarizing the Most Common Post-Employment Restrictions The Office of Government Ethics (OGE) is pleased to announce the reissuance of two ethics pamphlets summarizing the most common post-employment restrictions on what employees can do after they leave Government service. Both pamphlets contain slight revisions and have been updated to reflect, among other things, a recent statutory change to 18 U.S.C. § 207(d) increasing the cooling off period for “very senior” employees from one year to two years. The first pamphlet is entitled, “Rules for the Road.” This pamphlet provides brief summaries of 18 U.S.C. § 207, 18 U.S.C. § 203 and the Procurement Integrity Act, and alerts employees to some other possible sources of post-employment restrictions. The second pamphlet is entitled, “Understanding the Revolving Door: How Ethics Rules Apply to Your Job Seeking and Post-Government Employment Activities.” This pamphlet provides a general discussion about how the Federal ethics laws and restrictions may affect individuals, both while looking for a job and after leaving the Government.
