Standard Operating Procedure Table of Contents

 

Purpose

To provide a database in which users can create concepts for initiatives; track approval of selected concepts for development as request for applications, request for proposals, broad agency announcements, and program announcements; and create and track the phasing of initiatives by fiscal year from approval through award.

Procedure

NIAID manages each stage of initiative development through a scheduling system, called phasing, using the Scientific Initiative Management System (SIMS), its official Institute database for initiatives. For more information, see the Phasing of Initiatives SOP.

Program Officers

  • Enter concepts into SIMS if you want them to be reviewed by the Research Initiative Committee (RIC). You can do this at any time.
  • Add information to the concept as it goes through the review and approval process. This includes identifying which staff members originate or comment on a concept and their role in the process.
  • After approval reaches the EXCOM level in the database, send all revisions to concepts to Office of Program Coordination and Operations (OPCO). Lock icon: This link will not work for public visitors.Contact for NIAID Staff in the Division of Extramural Activities (DEA) for update in SIMS.
  • After Council review, update the initiative concepts in the Council Concept section of SIMS. Create a permanent record of Council recommendations, issues raised by Council, and NIAID staff contact information. This record replaces the post-Council concept clearance report.
  • Produce reports to track the status of the phasing of initiatives for NIAID and division managers.
  • Negotiate the phasing dates for each initiative with OPCO. OPCO records this information in SIMS.
  • Work with DEA to ensure that all milestones in the phasing plan are met.

  • Negotiates the phasing dates for each initiative with program staff.
  • Records phasing dates in SIMS.
  • Works with Institute staff to ensure that all milestones in the phasing plan are met.
