NRC APPROVES TRANSFER OF OPERATING AUTHORITY FOR PALISADES PLANT


The Nuclear Regulatory Commission has approved the transfer of the operating authority for the Palisades Nuclear Power Plant from Consumers Energy Company to Nuclear Management Company. The Palisades plant is located near South Haven, Michigan.

Nuclear Management Company also operates seven reactors at five sites in Iowa, Minnesota, and Wisconsin. The Palisades plant will continue to be owned by Consumers Energy Company.

Nuclear Management Company will also assume operating authority for the spent nuclear fuel storage facility at the Palisades site.

Last November Consumers Energy requested approval of the transfer of operating authority while retaining ownership of the plant. The key issues considered by the NRC's technical staff included decommissioning funding, insurance, and Nuclear Management's technical and financial qualifications.

Notices of the requests for approval and for an opportunity for a hearing were published in the Federal Register on December 19 of last year. The Commission received no comments or hearing requests.
