PROHIBITING INVOLVEMENT IN NRC-LICENSED ACTIVITIES
The Nuclear Regulatory Commission staff has issued an Order to Mr. Dale Todd, president of Roof Systems Design, Inc. in Bayamon, Puerto Rico which prohibits either Todd's or the company's involvement in NRC-licensed activities for one year.
It further requires notification to the NRC at least five days before the first involvement in NRC-licensed activities for an additional five years after the prohibition expires.
The agency issued the order because an investigation found that Mr. Todd and the company deliberately possessed and used moisture gauges containing radioactive material in Puerto Rico without an appropriate license issued by the NRC -- even though Mr. Todd acknowledged he was aware a license was needed. The gauges are used to locate areas of high moisture in roof systems.
In June 1998, the NRC verified that the four moisture gauges the company possessed had been transferred to an authorized recipient.
