Pre-Application Guide Background

In February 2005, NOAA Fisheries launched a Pre-Application Guide to help prospective applicants determine what type of permit or authorization, if any, they may need.

After you answer several questions about your proposed work, the system will provide you with the required permits/authorizations, where to go for more information, including contact information, application forms, etc.

The Pre-Application Guide is the first step towards a one-stop, online system for obtaining NOAA Fisheries Authorizations and Permits for Protected Species (APPS) under the Endangered Species Act and the Marine Mammal Protection Act.
