Moving? Don't forget to update your State Income Tax withholding

As a reminder when moving from one state to another and updating your home mailing address, don't forget to change your state tax withholdings. The retiree must request a change for state tax as an address change does not automatically change or stop the state information that the tax is being paid to.

Annual Purchase Limit For Savings Bonds Reduced to $5,000

The annual limitation on purchases of United States Savings Bonds is $5,000 per Social Security Number, effective January 1, 2008. The limit applies separately to Series EE and Series I savings bonds, and separately to bonds issued in paper or electronic form. Under the new rules, an individual can buy a maximum of $5,000 worth of electronic and paper bonds of each series in a single calendar year, or a total of $20,000, in single ownership form. If paper bonds are issued in co-ownership form, the limit applies to the first-named co-owner. All limits are based on the issue price of the securities.

Members should be advised of this annual limit change. The pay system will not track and stop bond allotments when the limit is reached.

Proof of Health Insurance for Massachusetts Residents

Income Tax and Retroactive Service - Connected Disability Rating by the Department of Veteran Affairs (VA)

It's tax season. The IRS 1099r forms have been mailed. One of the questions we frequently receive this time of year is:

"I received a retroactive disability rating from the VA and I believe my 1099r form should show less taxable income, can you send me a corrected 1099r?"

Your IRS 1099r form for last year is correct. It shows the income (a.k.a. Distributions) paid last year. There's a special procedure you'll need to follow to subtract the non-taxable portion of your retired pay from your total taxable income when you prepare your tax return. TRICARE Retiree Dental Plan Update systems to be enhanced August 14-18

To comply with U.S. Department of Defense security requirements for the new TRICARE Retiree Dental Program (TRDP) contract, Delta Dental Federal Services will be enhancing its systems that govern TRDP operations. Upgrading and maintenance of all TRDP systems will take place from 6:00 p.m. Thursday, August 14, 2008 through 6:00 a.m. Monday, August 18, 2008 (Pacific Time). Note that during this time all telephone lines and computer self-service functions will be unavailable.

Delta Dental Federal Services anticipates high call volumes immediately following the completion of their TRDP systems enhancements, which could cause prolonged delays in reaching a Customer Service representative through the toll-free number. To avoid such delays, please try your call later in the week. Remember their web site at http://www.trdp.org and automated voice response telephone system are available 24 hours a day, seven days a week for access to information about the TRDP and for requests not requiring the assistance of a Customer Service representative.

As part of these security enhancements, the Consumer Toolkit will move to a new online location. Enrollees can log on to the new toolkit at http://www.fsconsumtertoolkit to verify their eligibility, check benefits and claims, and print ID cards. Please be sure to bookmark this new Consumer Toolkit location for quick access in assisting enrollees with their TRDP needs.


The TRDP is starting off 2008 with a dynamic new enhancement to the Consumer Toolkit for enrollees. The Toolkit, which can be found under the "Current Enrollees" section at http://www.trdp.org/ , already enables TRDP enrollees to manage their program enrollment by allowing them to view their eligibility, benefits, claims and maximum information; print ID cards and claim forms; and much more. They've just added an online tutorial, which now lets enrollees learn about the TRDP at their own pace and makes using the Consumer Toolkit a breeze.

Delta Dental of California has announced that the TRICARE Management Activity (TMA) of the Department of Defense awarded the company a new five-year contract to continue to administer the TRICARE Retiree Dental Program (TRDP).

The TRDP, authorized by Congress as part of the National Defense Authorization Act for fiscal year 1997, offers comprehensive dental benefits as a voluntary option to the nation's 5 million-plus Uniformed Services retirees and their family members. The new contract becomes effective on October 1, 2008. With a current enrollment of nearly 1,050,000 covered lives, the TRDP is already the nation's largest voluntary, all-enrollee-paid dental program available to this group.

The enhanced TRDP will feature some additional benefits beginning October 1, including certain implant services at 50 percent of allowable charges, an increase in the orthodontic lifetime maximum from $1,200 to $1,500, and 80 percent coverage for certain posterior composite restorations. Additionally, the enhanced TRDP will be extended to new overseas locations once the new contract is effective.

The TRDP will continue as a national, combined fee-for-service/preferred provider program that offers enrollees access to any licensed dentist in all 50 states, plus the District of Columbia, Puerto Rico, Guam, the U.S. Virgin Islands, American Samoa, the Commonwealth of the Northern Mariana Islands and Canada. While enrollees may seek care from any licensed dentist in the service area, optimal benefits will be available to those enrolled retirees and their family members who choose a participating network dentist. Different options for locating a dentist and obtaining covered services will be available to those enrolled in the enhanced TRDP overseas.

The program still carries a $50-per-person, per-year deductible, with a family cap of $150, and an annual maximum of $1,200 per person against which preventive and diagnostic services are not counted. Coverage for these services, as well as for basic restorative services, periodontic services, endodontic services, oral surgery and dental emergencies, is available on the effective date of coverage.

Coverage for crowns, bridges, full and partial dentures, certain implant services, and orthodontics, payable at 50 percent, will be available after only 12 months of continuous enrollment.

Eligible retirees and their family members can find answers to their questions about the current program as well as enroll using Delta's dedicated TRDP web site at www.trdp.org or by calling the toll-free number at (888) 838-8737. Details about the new TRDP contract will be forthcoming as the effective date draws nearer.
