NRC ATOMIC SAFETY AND LICENSING BOARD TO CONSIDER REQUESTS FOR RENEWAL OF TURKEY POINT LICENSE

A Nuclear Regulatory Commission Atomic Safety and Licensing Board will consider two requests for a hearing on the proposed renewal of the operating licenses for Units 3 and 4 of the Turkey Point Nuclear Power Plant in Miami-Dade County, Florida.

In an order of November 27 providing direction, the Commission called for the Licensing Board to decide within 90 days whether the two petitions for hearing will be granted. If a hearing is granted, the Commission has ordered that the Licensing Board set a schedule for conducting the hearing with a goal to issue a Commission decision on the pending license renewal application in about two and one half years.

The Commission believes this schedule is achievable under current NRC rules of practice, the provisions of its order, and the NRC staff's schedule for reviewing the application. At the same time, the Commission order says: "We do not expect the Licensing Board to sacrifice fairness and sound decision-making to expedite any hearing granted on this application. We do expect, however, the Licensing Board to use the techniques specified in this order and in the Commission's policy statement on the conduct of adjudicatory proceedings to ensure prompt and efficient resolution of contested issues."

Members of the Licensing Board are Thomas S. Moore, Chairman; Dr. Richard F. Cole and Dr. Charles N. Kelber.

Florida Power & Light Company, operator of the Turkey Point plant, filed its application on September 11 for a 20-year extension of the two operating licenses. The application is now under review by the NRC staff.

Petitions for a hearing and to intervene in the hearing, if one is held, were received from Mark P. Oncavage and Joette Lorion, both of Miami.
