NRC SCHEDULES PUBLIC WORKSHOP SEPT. 25, REQUESTS COMMENTS ON DOCUMENTS FOR LICENSE RENEWAL The Nuclear Regulatory Commission will hold a public workshop September 25 in Rockville, Maryland, to discuss three documents that could be used by the staff in evaluating applications for renewal of a nuclear power plant operating license. Interested persons are also invited to submit written comments. The workshop is scheduled for 8:30 a.m. to 4:00 p.m. in the NRC Auditorium, Two White Flint North, 11545 Rockville Pike, Rockville. The three draft documents are: (1) Draft Regulatory Guide DG-1104 -- Provides a uniform format and content for submitting information in an application for renewal of a nuclear power plant operating license. This document proposes to endorse a Nuclear Energy Institute guidance document for complying with NRC requirements of the license renewal rule. (2) Draft Generic Aging Lessons Learned (GALL) report -- Generically evaluates existing licensee programs (to manage aging effects on plant components and systems), documents the basis for determining the adequacy of those programs, and determines when existing programs should be augmented for license renewal. If the evaluation determines that a program is adequate to manage certain aging effects for a particular structure and component without change, the draft GALL report indicates that no further evaluation is recommended for license renewal. Otherwise, it recommends areas where the NRC should focus its review. The GALL report reflects comments received from industry and members of the public and is the technical basis for the third document, the Standard Review Plan. (3) Standard Review Plan for Review of License Renewal Applications for Nuclear Power Plants, (SRP-LR) -- Provides guidance to the NRC staff for performing safety reviews of license renewal applications. A working draft of this document has been available in the NRC's Public Document Room since September 1998. The latest draft incorporates lessons learned from the review of the initial license renewal applications, as well as relevant information from the draft GALL report and draft regulatory guide DG-1104. All three draft documents are available for public inspection and duplication at the NRC's Public Document Room by calling (202) 634-3273, through the NRC's Agency-wide Documents Access and Management Service (ADAMS), and at: http://www.nrc.gov/NRC/REACTOR/LR/IRG/index.html on the agency's web site. Interested persons are invited to submit written comments by October 16 to the Chief, Rules Review and Directives Branch, Division of Administrative Services, U.S. Nuclear Regulatory Commission, Washington, DC, 20555-0001.
