Administrative Supplements to Support Research Capacity in Developing Nations

PURPOSE:

As noted in the NIEHS 2006 Strategic Plan, access to improved training and research infrastructure in developing countries will facilitate the application of environmental health research to global health problems. To that end, the NIEHS is announcing a supplement program available to Principal Investigators with R01, R37, or P01 awards to support junior faculty level scientists from developing nations to conduct research in their laboratories. The overarching intent of this program is to enhance the research capacity of developing countries; therefore, it is expected that at the end of this research experience the foreign investigator will return to their country and establish an independent research enterprise. It is anticipated that these awards will also provide the basis for ongoing partnerships between US and foreign collaborators.

ELIGIBILITY:

Candidate foreign investigators eligible for support under this supplement program include individuals who have earned an M.D. or Ph.D. or equivalent degree and hold a faculty-level position. Such investigators must also be from a developing nation defined as a country that has a Gross National Income per capita (GNI per capita) below $9,000, according to the World Bank classification system (refer to the GNI per capita ranking in the left-hand column labeled "Atlas Methodology(http://siteresources.worldbank.org/DATASTATISTICS/Resources/GNIPC.pdf) Download Adobe Reader Exit NIEHS." Any NIEHS-supported R01, R37, or P01 with a minimum of three years of funding remaining at the time of submission is eligible for this supplement program. A currently funded Principal Investigator may have one funded foreign investigator per eligible NIEHS grant.

APPLICATION PROCEDURES:

What to Submit:

Requests for administrative supplements should be in the form of a countersigned letter from the Principal Investigator, the authorized organization representative, and, for P01 submissions, the Project Director. This letter should include the grant number, title and termination date of the original application and the information outlined below. The application will be in the form of a letter including the following information:

  • A description of the research project to be conducted by the foreign investigator that includes:
    • A scientific proposal suitable for development into an independent research project (NOT TO EXCEED 1.0 PAGE).
    • A discussion of how this project is a logical extension of the aims of the parent grant (NOT TO EXCEED 0.5 PAGE).
    • A plan for continued collaboration and partnership building following the completion of this research project (NOT TO EXCEED 0.5 PAGE).
  • A mentoring plan that includes the following information (NOT TO EXCEED 1.5 PAGES):
    • The specific career development strategies to benefit the foreign investigator
    • The PIs commitment to the foreign investigator
    • The qualifications and experience of the PI or Project Director ( in the case of P01s) in mentoring junior faculty scientists
  • A personal statement from the foreign investigator that includes (NOT TO EXCEED 1.5 PAGES):
    • His or her career goals
    • How the skill gained through this project will be applied to address environmental health issues that are relevant in their country
    • Plans for establishing an independent research effort in their home country
  • An NIH Biosketch for the Foreign Investigator
  • A detailed budget using the HS 398 form pages 4 and 5(http://grants.nih.gov/grants/funding/phs398/phs398.html) Exit NIEHS

Funds Available:

An individual supplement request may not exceed $82,000 in direct costs per year for a maximum of 2 years to support a salary of up to $75,000, and to travel the foreign investigator from his or her home country and to attend one scientific meeting annually.

Application Deadline:

This is an on-going program with an indefinite duration; applications will be considered as they are received. Applications must be countersigned by the authorized organizational representative and sent to the NIEHS Program Administrator and Grants Management Specialist for the parent award. Do not submit applications to the Center for Scientific Review.

REVIEW CRITERIA:

The administrative supplement requests will be reviewed by NIEHS staff according to the following criteria:

  • Is the work proposed a logical extension of the scope of the original grant?
  • Is the mentor and mentoring environment adequate to support the career goals of the foreign investigator?
  • Will the proposed career development research program provide the foundation for the foreign investigator to establish an independent research effort in their home country?
  • Will the research experience provide an opportunity for increased application of environmental health research to global health problems in both the Foreign Investigator’s and the Principal Investigator’s research?
