NRC ADVISORY COMMITTEE ON REACTOR SAFEGUARDS

TO MEET SEPTEMBER 3-5

The Nuclear Regulatory Commission's Advisory Committee on Reactor Safeguards (ACRS) has scheduled a technical meeting September 3-5 in Rockville, Maryland.

The meeting, which is open to the public, will be held in Conference Room 2B3 in the NRC's Two White Flint North Building at 11545 Rockville Pike.

Although meetings of the ACRS are open, they are not part of the NRC's public hearing process. The ACRS, an advisory group to the Commission, conducts independent, highly technical reviews of safety considerations related to nuclear facilities. While anyone may attend, the committee will consider only oral or written statements arranged in advance and limited to specific matters set forth in a Notice of Meeting published in an upcoming edition of the Federal Register.

The meeting may include closed sessions, if required, to discuss proprietary or personnel information.

Here is the complete meeting agenda:

WEDNESDAY, SEPTEMBER 3

8:30 to 8:45 a.m. -- Opening remarks by the ACRS chairman.

8:45 to 9:45 a.m. -- Discussion with NRC staff on action plan to improve the senior management meeting process.

9:45 to 10:45 a.m. -- Discussion with NRC staff on draft regulatory guide on fire protection program for permanently shutdown and decommissioning nuclear plants.

11:00 a.m. to 12:30 p.m. -- Discussion with NRC staff on proposed generic letter and regulatory guide associated with steam generator integrity.

1:30 to 2:00 p.m. -- Discussion with NRC staff on the voluntary approach proposed by the industry to reporting reliability and availability information for risk-significant systems and equipment.

2:00 to 2:30 p.m. -- Discussion of NRC programs for risk-based analysis of reactor operating experience and special studies.

2:30 to 3:30 p.m. -- Briefing by and discussions with an ACRS senior fellow on the use of site-specific safety goals.

3:45 to 4:15 p.m. -- Report by the ACRS subcommittee chairman on the use of uncertainty vs. point values in the PRA-related decision making process at the August 28-29 subcommittee meeting.

4:15 to 7:00 p.m. -- Preparation of ACRS reports.

THURSDAY, SEPTEMBER 4

8:35 to 10:15 a.m. -- Meeting with the NRC Executive Director for Operations and discussion of the NRC human performance plan, research program, Department of Energy oversight, development of risk-informed regulation, NRC staff procedures for providing ACRS with generic letters, bulletins and regulatory guides, and the role of ACRS in resolving technical differences between NRC staff and industry.

10:30 to 11:00 a.m. -- Report by the chairman of the August 26 subcommittee meeting on BWR pressure vessel shell weld inspections.

11:00 to 11:15 a.m. -- Report by the chairman of the July 29-30 meeting of the Thermal Hydraulic Phenomena Subcommittee.

11:15 to 11:30 a.m. -- Report by the chairman of the August 27 meeting of the Regulatory Policies and Practices Subcommittee meeting on defense-in-depth.

11:30 a.m. to 12:00 noon -- Future ACRS activities.

1:00 to 2:45 p.m. -- Discussions with NRC staff on proposed rule on shutdown and fuel storage pool operations.

3:00 to 7:00 p.m. -- Preparation of ACRS reports.

FRIDAY, SEPTEMBER 5

8:35 to 10:30 a.m. -- Discussion with NRC staff on improper control rod movement during shutdown at Zion Unit 1, and non-conservative operations during the isolation of recirculation pump seal leak at Clinton.

10:45 to 11:00 a.m. -- Reconciliation of ACRS comments and recommendations.

11:00 to 11:30 a.m. -- Report of the Planning and Procedures Subcommittee.

12:30 to 3:30 p.m. -- Preparation of ACRS reports.

3:45 to 4:30 p.m. -- Strategic planning.

4:30 to 4:45 p.m. -- Miscellaneous matters.
