PREDECISIONAL ENFORCEMENT CONFERENCE SCHEDULED FOR MARCH 4

ON APPARENT VIOLATIONS AT CLINTON NUCLEAR POWER STATION

The Nuclear Regulatory Commission staff will meet March 4 with officials of Illinois Power Company for an predecisional enforcement conference on recent inspection findings at the Clinton Nuclear Power Station. The station is located near Clinton, Illinois.

The meeting, which is open to public observation, will be at 10 a.m. March 4 in the Third Floor Conference Room, NRC Region III Office, 801 Warrenville Road, Lisle, IL.

Among the issues to be considered are deficiencies in the testing of check valves in the plant's feedwater system; an improper time delay setting in a circuit breaker for a diesel generator in the plant's emergency core cooling system; inadequate testing procedures for the plant's emergency diesel generators; and failure to perform required safety evaluations for changes in spent fuel pool cooling procedures and for instances when equipment did not meet original design criteria.

A decision is pending on apparent violations associated with the September 5 shutdown of the plant. The issues to be discussed in the predecisional enforcement conference on March 4 are a separate enforcement action.

The decision to hold an enforcement conference does not mean the NRC has determined that a violation has occurred or that enforcement action will be taken. Rather, the purpose is to discuss apparent violations, their causes and safety significance; to provide the licensee an opportunity to point out any errors that may have been made in the NRC inspection report; and to enable the company to outline its proposed corrective actions.

No decisions on the apparent violations or any contemplated enforcement action, such as a fine, will be made at this conference. Those decisions will be made by senior NRC officials at a later date.
