The NOAA Fisheries Office of International Affairs has published the below report prepared by outside experts entitled "Worldwide Bycatch of Cetaceans: An evaluation of the most significant threats to cetaceans, the affected species and the geographic areas of high risk, and the recommended actions from various independent institutions."  NOAA Fisheries commissioned this report to identify current international marine mammal conservation efforts and prioritize areas where the agency could focus its efforts in the context of a future international marine mammal conservation action plan.  The report is comprehensive in scope, looking at all areas of the world.  Priorities identified in the report focus on research needs and recommendations for agency action.
