NCRR Fiscal Year (FY) 2008 Funding Strategies

The President signed the FY 2008 Consolidated Appropriations Act, H.R. 2764/P.L. 110-161, on December 26, 2007. Under this Act, the following specific grant funding guidelines apply to NCRR awards and Roadmap awards administered by NCRR.

NON-COMPETING AWARDS (TYPE 5):

Consistent with NIH-wide policies, non-competing grants will generally receive a 2 percent reduction in FY 2008, and future fiscal years commitments will be adjusted by applying the same reduction factor unless otherwise noted below.

Research Project Grants will be funded at 98 percent of the FY 2008 committed levels. This reduction will be continued through the remaining outyears.

SBIR/STTR Grants will be funded at the full committed levels.

Research Centers Grants will generally be funded at 98 percent of the FY 2008 committed level. This reduction will be continued through the remaining outyears.

Research Career Awards will be funded at the full committed levels.

Research Training Awards will be funded at the full committed levels but savings may be achieved by reducing the number of trainees funded by the grant.

Conference Awards will be funded at the full committed levels.

Other Research Grants will be funded at 98 percent of the FY 2008 committed levels. This reduction will be continued through the remaining outyears.

COMPETING AWARDS (TYPE 1, 2, or 3):

Research Project Grants will maintain the same average cost as FY 2007, which is consistent with NIH-wide policies.

All other competing grants will be funded at appropriate levels with programmatic and OGM funding recommendations. Divisions will use their overall budgets to guide their funding decisions.

COFUNDED GRANTS (Types 1, 2, 3, or 5):

All funds received from other I/C's to fund NCRR grants will be subject to the above funding strategies.
