CONSUMER PRICE INDEX (CPI) FOR KANSAS CITY, MO-KS
Prices increase 4.0 percent from the first half of 2007 to the first half of 2008

The Consumer Price Index for All Urban Consumers (CPI-U) for the Kansas City metropolitan area increased 4.0 percent from the first half of 2007 to the first half of 2008, the Bureau of Labor Statistics reported today. According to Regional Commissioner Stanley W. Suchman, rising energy costs led by higher motor fuel prices accounted for over half of the increase in the overall index. Energy prices, which include prices for motor fuel and household fuels, surged 21.7 percent over the year, the largest over-the-year increase since semi-annual publication of the index began in 1985. Excluding the impact of volatile energy prices, the Kansas City CPI was up 1.9 percent from the first half of 2007 to the first half 2008.

The transportation index, reflecting rising prices for motor fuel, had the largest effect among the eight major expenditure categories over the year. The index advanced 10.7 percent since the first half of 2007, the largest over-the-year increase in the transportation component since semi-annual publication of the index began in 1985. Private transportation costs, which include prices for vehicles and motor fuel, rose 10.8 percent. Motor fuel prices in the Kansas City metropolitan area jumped 29.0 percent from the first half of 2007 to the first half of 2008, following a 4.3 percent increase over the same period one year ago.

The housing index rose 3.2 percent and had the second greatest impact on the overall index due to upward pressure from both the fuels and utilities and the shelter components. Prices for fuels and utilities advanced 12.3 percent from the first half of 2007 to the first half of 2008. Within fuels and utilities, electricity costs rose 10.1 percent over the year and the index for utility (piped) gas service increased 14.1 percent following an increase of 0.9 percent in the same period one year ago. Contributing to the 2.1 percent rise in shelter costs, owners' equivalent rent of primary residence increased 2.0 percent and rent of primary residence was up 1.4 percent. Prices for household furnishings and operations were nearly unchanged over the year.

The food and beverages index increased 5.1 percent from the first half of 2007 to the first half of 2008, the largest over-the-year advance since 1996. Food at home prices rose 6.5 percent and the cost of food away from home was up 3.1 percent. Prices for alcoholic beverages increased 6.3 percent over the period.

The remaining major expenditure categories contributed little to the increase in the overall index. Costs for education and communication rose 2.4 percent from the first half of 2007 to the first half of 2008. The apparel index declined 2.8 percent following an increase of 7.2 percent in the same period one year ago. The other goods and services index, which includes prices for tobacco and smoking products and personal care items, rose 1.2 percent. Recreation prices, which include admissions to movies, concerts, and sporting events, increased 0.4 percent from the first half of 2007 to the first half of 2008.

The Kansas City CPI-U stood at 200.868 for the first half of 2008. This means that a market basket of goods and services that cost $100.00 in 1982-84 cost $200.87 in the first half of 2008. Because metropolitan area CPI data are not adjusted for seasonal price variation, consumers and businesses should be cautious in drawing conclusions about long-term retail price trends from short-term changes in the metropolitan area indexes.
