SBA has disaster offices located strategically around the country, They include: The Disaster Assistance Customer Service Center (CSC), The Disaster Assistance Processing and Disbursement Center (PDC), Field Operations Center – East (FOC-E) and Field Operations Center – West (FOC-W).
 

Customer Service Center
The Disaster Assistance Customer Service Center located in Buffalo, NY is the contact center supporting the customer service needs of SBA's Office of Disaster Assistance by providing a single resource for its customers.

Field Operations Center – East
Field Operations Center – East (FOC-E) located in Atlanta, GA manages and coordinates ODA’s field response and all field resources necessary to implement SBA’s Disaster Loan Program within their respective jurisdictions. FOC-E is responsible for conducting original verifications of disaster damages outside the continental United States (OCONUS). They are also responsible for conducting all Preliminary Damage Assessments (PDAs), re-verifications, and progress inspections in their respective geographical areas of responsibility both inside/outside the continental United States (CONUS). They also respond to congressional inquiries and perform public information functions.  FOC-E serves the states east of the Mississippi River, plus Minnesota, the U.S. Virgin Islands, and the Commonwealth of Puerto Rico.

Field Operations Center – West
Field Operations Center – West (FOC-W) located in Sacramento, CA manages and coordinates ODA’s field response and all field resources necessary to implement SBA’s Disaster Loan Program within their respective jurisdictions. FOC-W is responsible for conducting original verifications of disaster damages outside the continental United States (OCONUS). They are also responsible for conducting all Preliminary Damage Assessments (PDAs), re-verifications, and progress inspections in their respective geographical areas of responsibility both inside/outside the continental United States (CONUS). They also respond to congressional inquiries and perform public information functions.  FOC-W serves Alaska, American Samoa, Arizona, California, Colorado, Commonwealth of the Northern Mariana Islands, Federated States of Micronesia, Guam, Hawaii, Idaho, Iowa, Kansas, Louisiana, Missouri, Montana, Nebraska, Nevada, New Mexico, North Dakota, Oklahoma, Oregon, Republic of the Marshall Islands, South Dakota, Texas, Utah, Washington and Wyoming.

Processing and Disbursement Center
The Disaster Assistance Processing and Disbursement Center (PDC) located in Fort Worth, TX serves all U.S. states, territories, possessions, and commonwealths. All loan applications for SBA Disaster Loan Programs are sent to this office for processing.  Application processing functions, from application entry, scanning, and processing through to a decision occur in the PDC.  All loan approvals, loan document generation, loan closing, and disbursement of loan proceeds are functions of the PDC.   The PDC deploys field loan closers as needed to support loan closing operations.
