Notice to Lessees and Operators (NTL) of Federal Oil and Gas Leases and Pipeline Right-of-Way Grant Holders on the Outer Continental Shelf

Payment Method for New and Existing Cost Recovery Fees

This Notice to Lessees and Operators and Pipeline Right-of-way Grant Holders (NTL) is issued pursuant to 30 CFR 250.103. This NTL is also issued pursuant to 30 CFR 251.3, to permitees that conduct geological and geophysical explorations on the Outer Continental Shelf (OCS), and pursuant to 30 CFR 280.3(c) to permitees that conduct operations other than oil, gas, and sulphur on the OCS.

This NTL supersedes NTL No. 2006-N04 and applies to all MMS OCS Regions.

Pursuant to 30 CFR 250.125, 251.5, 256.63 and 280.12, you must pay non-refundable service fees to the Minerals Management Service (MMS). MMS applications and documents that require cost recovery fees must include either fee payments or proof of fee payment through the Pay.gov system.

Payment of new cost recovery fees is required for specified applications or other documents received by MMS on or after September 1, 2006 (effective through the final rule RIN 1010-AD23, published on July 19, 2006, link through http://www.mms.gov/federalregister/2006.htm). The table below lists both the new fees [marked with an asterisk] and the fees already in effect.

The United States Department of Treasury has enabled the Pay.gov system for fee payments associated with MMS applications and documents subject to cost recovery fees. Pay.gov allows applicants to pay electronically the non-refundable service fees listed below. The Pay.gov site will accept both credit card and Automated Clearing House (ACH) payments. Credit card or ACH payments for the filing fees will no longer be handled by the MMS regional offices.

Payment of the fees listed in the following table must accompany the submission of the application or document. MMS prefers and strongly urges applicants to pay their fees using credit card or ACH payments through the Pay.gov website. If you pay by credit card or ACH, you must include a copy of the Pay.gov confirmation receipt page with your application or document, or it will be returned to you without further processing.
