Permits

Please review our HEART Ordinance page and review the actual ordinance (City Ordinance - Chapter 9, Article 2) for more details regarding permits and fees.

Permit Description Fee
Intact Companion Animal Permit (ICAP) Annual permitting for a dog or cat over the age of six months that has not been neutered or spayed. $150.00/per animal/year
Litter permit Permit, good for six months from date of issue, that must be obtained prior to the birth of a litter or within one week after the birth of the litter. A Household is limited to no more than four Litter Permits in any consecutive 12 month period and no more than one Litter Permit per female Companion Animal in any consecutive 12 month period. $150.00/litter
Multiple Companion Animal Site Permit (MCASP) Annual permitting for any person intending to exceed the maximum limit of six Companion Animals, no more than four of which are dogs, in a Household. $25.00/site/year
Exotic or Wild Animal Collection Permit (EWACP) Annual permitting for any person who wishes to receive, purchase, own or keep 15 or more Permissible Exotic or Wild Animals shall first obtain an Exotic or Wild Animal Collection Permit. $35.00/person/year

Guard Dog Site Permit (GDSP)

Annual permitting for an establishment that utilizes a Guard Dog . Requires application process with officer approval. $150.00/site/year

Animal Service Provider Permit (ASPP)

Annual permitting for an establishment that takes temporary possession of an Animal from the Owner, not on the Owner's property, to perform a service for the Animal of Owner, including, but not limited to, Grooming Parlors, Animal Day Care establishments and Boarding Kennels, but excluding Pet Stores. Animal Service Provider does not include a licensed Veterinarian. $25.00/site/year
Pet Store Permit (PSP) Annual permitting for an establishment that, in whole or in part, offers Animals, other than Companion Animals, for sale or resale, or sells Animals to consumers or wholesalers. $50.00/site/year
Trolley Permit A one time permit, good for one year, issued by the City authorizing the use of a Trolley. In order to obtain a Trolley Permit, the applicant must prove that all other means of restricting the Animal to the personal property have been exhausted. $25/animal
Animal-Drawn Vehicle Permit (ADVP) Annual permitting allowing a Person to attach an Animal to a vehicle for the purpose of moving the vehicle. $150/animal/year

Trap Rental

The trap you rent is a humane animal trap. The purpose of the trap rental program is to assist you in trapping stray animals that are nuisances. These strays must be impounded at Animal Services Division as soon as possible. Confined animals undergo a great deal of stress as a result of being captured.

When placing a trap, secure the trap to a fixed object with a chain of some type and then place the trap in the animal's routine path on your property. Shade should be present. If not, place the trapped animal in a shady area until Animal Services personnel arrive, unless you are going to immediately take the trapped animal to the Animal Services Division yourself. A trapped animal should be afforded shelter from the elements, such as harboring the trap from the wind or placing cover over the trap during a rain storm, etc.

When baiting the trap,such food items as cooked chicken, sardines, or tuna work well. Depending on the type of animal being trapped, you should familiarize yourself with their dietary needs.

Under no circumstances should you remove a trapped animal. For your safety, only trained Animal Services personnel should remove or handle an animal. Animal Services personnel will service the trap during duty hours. To ensure safe impoundment of an animal, the trap and animal will be taken to the Animal Services Division and the trap returned to you later in the day.

Trapped animals may be turned in to the Eastside Animal Services Division (at the south entrance), 24 hours a day. A night bell is located at the south entrance. Trapped animals will be picked up by Animal Services personnel free of charge during duty hours.

Please call (505) 768-1975 for current hours of service to the public. Animals may also be turned in to the West side Animal Services facility during the hours of 8:30 a.m. - 5:30 p.m., 7 days a week.

Trap Deposits

Traps may be subject to unavailability. If a trap is not available, Animal Service Division will take your name and phone number and place you on a waiting list. Animal Service Division will contact you as soon as a trap becomes available. Deposit fees are refunded upon return of the trap.

Trap Fees

$3.00 administrative fee per week for trap rental. If the trap is late you will be charged an additional $3 for another week.
