The POW Commercial Thinning Study acquisition is planned as a firm-fixed-price stewardship contract pursuant to P.L. 108-7 (16 USC 2104 Note). It includes LAND MANAGEMENT SERVICES, where the Government will pay a contractor for services; and TIMBER REMOVAL AND SALE, where the contractor will purchase the timber harvested under the LAND MANAGEMENT SERVICES. The LAND MANAGEMENT SERVICES includes (i) the harvesting and yarding of selected young-growth timber in 12 cutting units to evaluate the feasibility and effects of commercial thinning in even-aged Western Hemlock and Sitka Spruce second growth stands. Additional information will be collected on the effects of commercial thinning on resource values such as biodiversity, deer forage, habitat quality, and soil conditions. The value of the forest products removed from Forest Service lands (TIMBER REMOVAL AND SALE) will be an offset against the prices the Government will pay for the LAND MANAGEMENT SERVICES.

II. As mentioned above, the LAND MANAGEMENT SERVICES includes (i) the harvesting and yarding of selected young-growth timber to provide for the study of the effects of Commercial Thinning on second growth stands. The harvesting will involve 66.6 acres in twelve cutting units using equipment provided by the Contractor; all units are designed for shovel yarding, 9 units contain trees marked for retention (orange paint) and 3 units contain trees designated for harvest, (blue paint).

III. The estimated volume of the timber to be removed is 1,202 MBF of hemlock and spruce sawlogs. These are only estimates, and offerors remain responsible for determining their prices. The period of performance is (i) by completion of the2009 field season for the harvesting and yarding.



IV. The POW Commercial Tinning Study is in Southeast Alaska's Alexander Archipelago, on Prince of Wales Island. The project consists of three studyt areas located at the Maybeso Experimental Forest Replicat, The Harris River Replicate near the Harris River Trail and Naukati Replicate located 2 miles from Naukati, Alaska. The Inter-Island Ferry Authority (http://www.interislandferry.com/) services Prince of Wales Island with daily service from Ketchikan to Hollis and weekly service from Coffman Cove to Petersburg and Wrangell. Commercial tug and barge services are scheduled weekly into Thorne Bay from Ketchikan. Ketchikan also has no highway or bridge connections, but does have airport and Alaska Marine Highway System connections.



V. A written solicitation numbered AG-0109-S-08-9002 will be issued. The solicitation (Request for Proposals) will be posted on FedBizOpps website for viewing and printing on or about August 08, 2008. Potential offerors must obtain the solicitation from the Internet. Offers will be due approximately 30 calendar days after the solicitation issue date, and award may occur within 30 days thereafter.



VI. CONFERENCE. A conference to discuss the solicitation and the work concept will be announced in the solicitation at 9:00am Alaska Daylight Time, at the Thorne Bay Ranger District Office in Thorne Bay, Alaska. Prospective offerors may attend in person or by telephone. An elective field trip to the worksite may occur after the meeting. Persons planning on attending the conference, either in person or by phone, should so inform the contracting officer
