Notes:  
PURPOSE OF POSITION: To provide clinical medical technology testing services to the people of the Bering Straits Region in accordance with NSHC’s mission, philosophy, policies, and procedures while applying standards of the Laboratory profession. To perform in all areas involved in pre-analytic, analytic and post-analytic testing. To maintain the policies and procedures as technical supervisor in assigned areas of the laboratory to ensure that all regulatory requirements are maintained.

MAJOR RESPONSIBILITIES:
I. Core Competencies:
I. A. Professionalism:
• Represents NSHC in a professional manner while acting as an advocate for patients/families, physicians, and other staff members.
• Maintains quality and efficiency standards as set by the immediate supervisor and makes recommendations for improvements.
• Participates in activities that promote professional growth and self-development. Attends pertinent in-services, departmental and other meetings as requested by the immediate supervisor.
• Adheres to all NSHC dress codes, personnel, infection control and safety policies.
• Upholds NSHC’s vision, mission and corporate values.

B. Problem Solving/Critical Thinking:
• Identifies work-related problems with possible solutions and implements solution(s), when appropriate.
• Maintains constant awareness of the legal aspects of position and demonstrates this in decisions regarding patient care within the Medical Technology scope of practice.

C. Procedures, Therapies, and Treatments: Maintains an in-depth knowledge of Laboratory practices, standards, and techniques and applies this knowledge in accordance with NSHC policies and procedures and in compliance with State and federal laws/regulations.

D. Care Management: Functions to assure patient care is accomplished effectively and efficiently in a cost effective manner, and the medical regime for each patient is implemented. Delegates/assigns tasks/duties to other members of the department as appropriate.

E. Pre-analytic patient test management:
• Follows and understands the procedures for specimen handling and processing to ensure integrity and patient identification, ordering laboratory tests using computer system, and reference lab criteria for specimen collection, processing, shipment and paperwork.
• Provides supervision to Phlebotomist when required and provides assistance with phlebotomy, specimen collection and patient preparation.
• Assesses laboratory test request for consistency with common protocols and clarifies when necessary. Prepares samples in accordance with established guidelines for designated procedures.

F. Documentation: Gathers data and accurately documents information in a timely manner demonstrating the utilization of the clinical process to promote patient outcomes.
G. Analytic phase of testing:
• Follows and understands appropriate policies and procedures for test analysis and quality control. Performs all clinical bench procedures according to established procedures and guidelines. Identifies problems that may adversely affect test performance and performs successful corrective action before accepting test results.
• Performs troubleshooting and acceptable remedial action when equipment or instrument problems occur. Verifies lot numbers and expiration dates on all reagents and controls.
• Records test results in the laboratory information system accurately.
• Supervises and participates appropriately in all QC results and calibrators. Maintains all QC records for assigned departments. Maintains and updates all procedures for assigned departments.

H. Post-analytic patient test management:
• Follows and understands procedures for reporting results and maintaining records. Assists with distributing test reports.
• Follows all established guidelines for “Panic Value” results, “STAT” requests and reporting “abnormal” values.

I. Technical supervision:
• Selects test methodology appropriate for clinical use of test result. Verify test procedures performed, accuracy of each test and test system as it pertains to the specialty assigned. Assures successful participation in a proficiency testing program, providing corrective action and successful follow-up.
• Establishes a QC program appropriate for the testing performed with parameters for acceptable levels of performance, ensuring that these levels are maintained throughout specimen analysis. Monitors test analysis and specimen examinations through evaluation of QC records.
• Resolves technical problems, monitors test analysis and specimen examination through evaluation of proficiency testing and ensures that remedial action is taken and communicated to all testing personnel when necessary and when test systems deviate from established performance specifications.
• Identifies training needs and assures that these needs are met appropriately.

J. Safety:
• Maintains and demonstrates a thorough knowledge of departmental and corporate safety policies and procedures as they pertain to the job, including the fire and disaster plans and all applicable laws, regulations and standards (OSHA, JCAHO).
• Maintains a safe environment for patients, guests and staff.
• Maintains confidentiality of information deemed confidential.

K. Teamwork Expectation:
• Maintains harmonious and cooperative relations with fellow employees, management, patients and guests.
• Promotes healing by maintaining a peaceful, orderly and clean environment.
• Acts as a role model in maintaining a professional atmosphere.

L. Patient Education: Participates in facilitating patient’s and family’s learning throughout the Laboratory experience. Reinforces patient’s continued health care through teaching and/or referral to community agency follow-up.
M. Representation:
• Works effectively with federal and state governments to promote NSHC’s Laboratory Program.
• Works to achieve NSHC goals, and to integrate them with goals and expectations of federal and state governments.
• Represents NSHC effectively in meetings with State, I.H.S and other agency officials.
• Works effectively with other NSHC divisions and departments to create a quality, comprehensive, patient focused delivery system.

II. Performs other related work as directed by immediate supervisor (i.e. participates in orientation of new personnel, attends meetings and court hearings when needed, and completes assigned tasks in a timely manner).

III. Department/Area Specific: Laboratory
A. Customer population specific
• Demonstrates ability to work with and provide appropriate service and information to the clients, general public, outside agencies, departments, employees and management.

__Embryo __birth __infant (0-2yrs) __child __pre-adolescent

__Adolescent __adult __geriatric __maternal/neonate

B. Demonstrates ability to care for patient populations according to policy and procedure. Uses the Medical Technology process to assess, plan, implement, and evaluate the care of these patients.

C. Supervisory Responsibilities: Limited supervisory responsibility.

QUALIFICATIONS:

Education: Bachelor of Science degree in Medical Technology from an accredited college or University.

Registration/Certification: Nationally registered or licensed as a Medical Technologist.

Experience: One year of hospital clinical experience is required.

Skills: This position requires good organizational skills with attention to detail. Must be able to communicate effectively (oral and written). Possess ability to follow detailed written and oral instruction. Demonstrate professionalism, consideration and confidentiality towards others in stressful situations.

Physical Requirements: Must be in good general health. Must be physically able to talk, hear, type, file, write, bend, stoop and reach. Moderate amount of standing is required.

Personal Traits: Must be courteous, accountable, and responsible for self and actions; dependable, honest, cooperative, adaptable, versatile, mature, good listener, objective and able to remain calm under stress. Must have ability to adapt emotional responses to the needs of people of varying temperament and disability.

Working Conditions/Work Hours: Well-lighted and ventilated work area. Normal work hours are Monday through Friday, 8am to 5pm, evening and weekend work may be required. This position is required to participate in call schedule as needed.
