Contract Title: Youth Prevention Programs Coordinator

Contract Summary:
The Ponca Tribe of Nebraska’s Health Department has been awarded the Strategic Prevention Framework State Incentive Grant (SPF SIG). It will focus on the Ponca Tribe’s office sites located in Lincoln (Lancaster County), Omaha (Douglas County), Norfolk (Madison County), and Niobrara (Knox County), Nebraska.
Youth Prevention Programs Coordinator (YPPC) will be contracted for a period of six months to work with the Circles of Youth Committee and an evaluator. The YPPC will work to create a culturally appropriate data tool to determine the attitudes and beliefs towards alcohol and underage usage within the Ponca members and other Native American youth participants. Secondly the data tool would be analyzed and the results reported to Tribal Council, key stakeholders and the community. Finally, an evidence based modeled program will be reviewed to determine if appropriate for the Tribe’s needs and if it can be easily modified to fit urban and rural Native American needs within the service area.

Contract Scope:
Contractor will work with evaluator to determine best methodology of data collection tools that would be appropriate in the Niobrara, Norfolk, Omaha, and Lincoln, NE areas.
Contractor will implement approved methodology in order to collect data at the local level.
Develop a reporting mechanism for collecting community and program level data.
Contractor and Evaluator will analyze community and program data in collaboration with the Circles of Youth Committee and other appropriate PTON personnel.
Contractor will work with appropriate staff to present findings (i.e. process and outcome measures) to Circles of Youth Committee.
The Contractor will work with the Circle of Youth Committee in recruiting members to the Committee in all of the office area sites.
The Contractor will assist in the coordinating and submission of appropriate grant compliance documentation to the Health Planner.
Contractor will participate in quarterly conference calls and site visits as outlined in the compliance documents.
Preferred that the Contractor have personal knowledge and experience in Native American culture and experience working with youth.

TRAVEL IS REQUIRED Contractor will be responsible for arranging and traveling to PTON office sites. Arrangements will be made by Contractor to utilize one of the Tribe’s GSA vehicles for transportation purposes. Contractor must possess a valid driver’s license, be insurable, and be able and willing to travel.

Compensation and Duration:
Pay $20.34 per hour for 20 hours per week over the course of six months ending on February 28, 2009.

Contractors must successfully pass drug and alcohol testing, motor vehicle, and criminal background checks. Contractors are also placed in our random drug testing pool.
Preference will be given to Ponca Tribe of Nebraska members or members of a federally recognized tribe. However, all qualified individuals are eligible.
