POSITION LOCATION: Norton Sound Health Corporation - Nome, Alaska

PURPOSE OF POSITION: To oversee and maintain the operations of the Health Information Management Department in accordance with NSHC policies, procedures and applicable regulations. This position plans, directs and coordinates the activities of the department to provide medical records services to patients and departments. Establishes policies and procedures to enhance patient care.

MAJOR RESPONSIBILITIES:
I. I. Core Competencies:

I. A. Professionalism:
• Represents NSHC in a professional manner while performing job duties for managers, employees, former employees, visitors, agencies and other staff members as evidence by appropriate language, dress and conduct.
• Maintains quality and efficiency standards as set by the immediate supervisor and makes recommendations for improvements.
• Participates in activities that promote professional growth and self-development. Attends pertinent in-services, departmental and other meetings as requested by the immediate supervisor.
• Adheres to all NSHC personnel and safety policies.
• Upholds NSHC’s vision, mission and corporate values and Code of Conduct.

B. Problem Solving/Critical Thinking:
• Identifies work-related problems with possible solutions and implements solution(s), when appropriate.
• Maintains a constant awareness of the legal aspects of position and demonstrates this in decisions related to job performance issues.
• Possess an excellent understanding of HIPAA and its realistic application in a Critical Access Hospital and Long Term care setting.

C. Procedures, Processes and Skills:
• Maintains an in-depth knowledge of principles, practices, standards and techniques and demonstrates knowledge in accordance with NSHC policies and procedures within pertinent laws and regulation in the following areas:
1. Works to achieve NSHC goals, and to integrate them with goals and expectations of federal and state regulations.
2. Strives to use NSHC ‘S financial resources efficiently to meet the fiscal needs of the Department.
3. Promotes strong work ethic and follows practical productivity standards in accomplishing day to day Coding tasks.
4. Oversees timely completion of Medical Record charts.
5. Maintains errorless system to identify real-time location of all active patient charts.
6. Preserves and strives to create an Electronic medium to store Inactive Charts.
7. Represents NSHC effectively in meetings with State, I.H.S and other agency officials.
8. Works effectively with other NSHC divisions and departments to create a quality, comprehensive, patient focused delivery system.
9. Develops excellent working relationship with Clinical Providers to facilitate timely completion of Medical Records.

10. Provides Bi- Monthly reports on I/P, O/P,VHS, BHS and other services workload data and percentage of completion to V.P. of Finance
11. Provides monthly report form each coder on monthly completed Coding assignments to V.P. of Finance.
12. Meets monthly with V.P. of Finance to discuss the overall performance of the Department.
13. Sets up a realistic goal to implement Electronic Health Record System for N.S.H.C.

II. Performs other related work as directed by immediate supervisor (i.e. participates in orientation of new personnel and completes assigned tasks in a timely manner).
III. Department/Area Specific: Health Information Management
A. Customer population specific:
• Demonstrates ability to work with and provide appropriate service and information to the patients, general public, funding agencies, departments, employees and management.
B. Management and Supervisory Responsibilities:
• Responsible for all personnel matters in regards to the Health Information Management staff. Monitors use of over-time.
• Preparation of fiscal year budget and staffing requests.
• Maintains and monitors fiscal concerns and viability.
• Establishes work schedule and assignment procedures to ensure coverage as demonstrated by maintaining staffing within approved budget.
• Planning: Participates and contributes to corporate wide planning, and; anticipates and reacts appropriately to changing workloads of departments.
• Organizing: Established and maintains an effective organizational structure for the Unit; deploys staff and utilizes other resources effectively, and; integrates unit goals with those of other units/divisions.
• Leading: Effectively represents NSHC in state and regional meetings; resolves inter-personal staff conflicts effectively and promptly, and; advocates for Health Information Management and NSHC.

QUALIFICATIONS:
Education: Bachelors degree in Health Information’s Management or closely related field from an accredited college or University.

Registration/Certification: Registered Health Information Technician and/or Registered Health Information Administrator.

Experience: Five years of progressive experience in Health Information Management. Three years of administrative/supervisory experience required.

Skills: This position requires good organizational skills with attention to detail. Must be a self-starter. Possess ability to follow detailed written and oral instruction. Demonstrate professionalism, consideration and confidentiality towards others in stressful situations.

Personal Traits: Must be courteous, accountable, and responsible for self and actions; dependable, honest, cooperative, adaptable, versatile, mature, good listener, objective and able to remain calm under stress. Must have ability to adapt emotional responses to the needs of people of varying temperament and disability.

Physical Requirements: No physical strain. Must be in good general health. Must be physically able to type, file, write, bend, stoop, and reach. Frequent sitting required.

Working conditions: Clean, well-lighted and ventilated office.

Work Hours: Work hours are normally Monday through Friday, 8am to 5pm. However, because this is an exempt position, weekend and evening work are expected.
