MB2: Management and Administrative Division

The Management and Administration Division coordinates nationwide implementation, operation, and integration of Departmental, NOAA, and NMFS administrative systems. The Division provides procurement and acquisition coordination and guidance nationwide, all foreign travel processing services for NMFS and liaison with the Department of State, and management and administrative policy support for NMFS headquarters and field organizations. It oversees agency-wide environmental compliance and safety program development and implementation. The Division coordinates agency review of Inspector General and General Accountability Office audits, and monitors implementation of audit recommendations. The Division coordinates clearance for MOUs for NMFS coordinates and reviews Congressional reports, and is also responsible for Management Control Reviews conducted by NMFS.

The division administers the FOIA program as well as MOUs, MOAs, and other formal agreements. The Division oversees NMFS correspondence and ensures timely and accurate responses. It represents NMFS on the NOAA Grants Management Advisory Committee to determine grants policy issues, and provides guidance back to NMFS regarding grant administration. The Division tracks and coordinates program officers’ grants training and certifications, and publishes and updates the program officers’ NMFS Grants Handbook. In addition, the Division’s Grants Liaison serves as chair to the NMFS Grants Council.

The Division Director serves as NMFS Representative to the NOAA Security Council and is also Property Manager for NMFS.
