Abstract: This article discusses the new rehabilitation building code in the State of New Jersey, which has increased the rehabilitation of old structures in the State by 60 percent in less than one year. The author discusses the development and implementation of the new regulations, which were created as a rehabilitation subcode to the State's Uniform Construction Code. Finalized in January, 1998, the new building code has impacted on the affordable housing needs in the State's two largest cities, Newark and Jersey City. The author discusses how the new code categories projects by type (rehabilitation, change of use, or additions), and shows how construction and alteration requirements are based on the proposed use of a structure, its historical value, and public safety.
