Mr. Butler is the Chief Financial Officer for the Natural Resources Conservation Service (NRCS). In this position, he is responsible for managing the financial resources of the Agency and is part of the Agency’s Executive Leadership Team.

Prior to his appointment with NRCS, he was the Director for Financial Reporting and Analysis for the Department of Defense, Office of the Under Secretary of Defense (Comptroller) and was responsible for development and analysis of the financial statements reflecting $1.7 trillion in assets, along with oversight of other significant financial reporting requirements, budget execution, and financial metrics.

Inducted into the Senior Executive Service in September 2006, Mr. Butler began his career as a school teacher in the inner-city schools of Indianapolis, Indiana, where he taught science, coached several sports and served as a staff unit leader. In 1980, Mr. Butler joined Federal Civil Service and initially worked in a variety of educational positions. He entered the field of financial management in 1984, joining the Assistant Secretary of the Army, Financial Management staff where he traveled extensively, speaking at management conferences and providing consulting services for various DoD activities.

Realizing a dream to live in other parts of the world, the Butlers moved to Seoul, South Korea, in 1987 as Chief, Management Analysis for Eighth U.S. Army, managing a division that provided analytical and management consulting services. Mr. Butler also served as the Director, Resource Management for the military community in Zweibruecken, West Germany during the time he lived outside the United States.

Since his overseas assignments, he has experienced a broad range of financial management responsibilities to include oversight of $12.5 billion in Army civilian pay for the Army; Director, Resource Management for the Louisville District, Corps of Engineers; Director, Resource Management for the U.S. Military Entrance Processing Command, North Chicago, IL; Finance and Accounting Officer for the Corps of Engineers, Washington, D.C., and as Facilities Resource Manager for the Smithsonian Institution.

Mr. Butler’s formal education includes B.S. and M.S. degrees from Indiana University in education. He was subsequently selected for a fellowship at Central Michigan University, graduating with an M.S.A. in management. In addition, he has an M.B.A. from Webster University, attended the Professional Military Comptroller School, is a Certified Government Financial Manager, and is currently a CPA candidate.

As an active member of his church, Mr. Butler has served in a variety of leadership positions to include church boards, committees, Director of a Singles Ministry, and as an adult teacher. He enjoys playing golf, running, and coaching several sports with his sons. He is married to the former Deanna M. Allen of Lansing, MI and they have two children.
