Reginald W. Gibson

Born: Lynchburg, Virginia
July 31, 1927

Judge Gibson was appointed Judge of the United States Court of Federal Claims on December 10,
1982, and entered on duty December 15, 1982. He retired on August 15, 1995, and was recalled to
senior status at that time. Judge Gibson graduated from Virginia Union University, receiving a B.S. degree
in accounting in 1952. He attended the University of Pennsylvania, Wharton School of Finance, 1952-
1953, and graduated from the Howard University School of Law, receiving an L.L.B. degree in 1956. He
served in the United States Army, 1946-1947.

Judge Gibson was formerly employed as: an IRS Agent, U. S. Treasury Department, Internal Revenue
Service, 1957-1961; Trial Attorney, Tax Division, Criminal Section, U. S. Department of Justice, 1961-
1971; and Senior Tax Attorney, and later General Tax Attorney, International Harvester Co. (now Navistar),
1971-1982, Chicago, Illinois. In that capacity, Judge Gibson had primary responsibility for all of Harvester’s
state, federal, and international legal tax matters.

Judge Gibson is a member of the American Judicature Society, the Chicago Bar Association, the
District of Columbia Bar, the National Bar Association, and the J. Edgar Murdock Tax Inn of Court. He has
also received the following awards:

(i) Wall Street Journal Award - Ranking student in Business Administration, 1952;
(ii) American Jurisprudence Award for Excellence in Taxation and Trusts, 1956;
(iii) U. S. Attorney General’s Certificate Award, 1969;
(iv) Special Commendation for Outstanding Service in the Tax Division, U. S. Department of Justice, 1970;
(v) Who’s Who in Black America, 1980;
(vi) Who’s Who in America, 1983;
(vii) Howard University School of Law Alumni of the Year, 1984.

Judge Gibson has one son, Reginald S., Jr.
