Case Studies
1998 Reports
The 24 case study reports listed below are based on site visits
made to 1994 and 1995 projects and issued by Westat,
an independent research firm in Maryland. The projects
cover a broad range of program types and sizes, planning grants
as well as demonstration grants, and show varying degrees of
implementation, sustainability, and replication. The case studies
were designed to represent a cross section of all projects
funded in the program's first two years. Please note
that TOP was formerly known as the Telecommunications and Information
Infrastructure Assistance Program (TIIAP).

1999 Reports
The following 12 case study reports were issued as part of
the Collected
Case Study Evaluations: Summary of Findings by
Westat. Collectively, the case studies were designed
to examine three topics: (1) issues particular to rural communities;
(2) issues particular to urban communities; and (3) challenges
in sustaining information technology-related projects. All
twelve case study reports, along with the summary of findings,
are also available in a single bound volume from the TOP office.
