Policy Statement

RMA performs civil rights reviews to determine industry's overall compliance with Title VI of the Civil Rights Act of 1964, which protects people from discrimination based on race, color or national origin in programs or activities that receive Federal financial assistance. RMA performs reviews of each company on a 5-year basis and are conducted through interviews and document review at both headquarters and field offices.

The civil rights review:

  • Measures the effectiveness of RMA's Civil Rights programs within industry,
  • Determines the extent that industry partners understand and comply with their Civil Rights responsibilities,
  • Identifies Civil Rights deficiencies, and
  • Provides assistance and guidance for fulfilling Risk Management's Civil Rights goals and objectives.

RMA handles civil rights complaints in accordance with USDA regulations. Please e-mail the RMA Civil Rights and Outreach staff at: RMACivilRights.Outreach@rma.usda.gov.

RMA has a unit of approximately 12 civil rights investigators who perform fact-finding investigations to address civil rights complaints.
