Scoping is an open process for determining the breadth of environmental issues to be addressed in the Board’s preparation of an Environmental Impact Statement. The scoping process in the “Canadian National-Elgin, Joliet & Eastern Railway” proceeding will include a number of open-house meetings in the project area within the states of Illinois and Indiana, as indicated in the graphic above, at which members of the public will have the opportunity to discuss their interests and concerns with staff members of the Board’s Section of Environmental Analysis (SEA). Members of the public also can submit written comments to the SEA at this stage of the proceeding’s review process.
