Policy Development Division (formerly known as the Technical Service Center)
The Policy Development Division (PDD) provides leadership in the identification of policy needs, and the subsequent development of policy to address the intent and application of verification and enforcement policy in in-plant activities.

The role of the PDD is to assist decision making by providing all parties with the standards and other technical information needed to understand, implement, apply, and enforce regulatory requirements.

Image of an Inspector Interactive Knowledge Exchange (IKE)
IKE is a tool available to all Field Operations employees. Through the use of fictional scenarios, IKE allows employees to review FSIS requirements, and hopefully, to correlate with his or her work-group and supervisor regarding the application of those requirements. Also available on the IKE homepage are the following links:
  • Technical Guidance Documents
    Guidance for meat, poultry, egg products, and retail and foodservice establishments in hurricane-affected areas that identifies food safety factors establishments should consider as they resume operations.

Like IKE, the HIKE uses fictional scenarios to help employees improve their knowledge and understanding of humane handling and slaughter laws, regulations, directives and notices.

PolicyPoints are PowerPoint presentations prepared for each new FSIS issuance (e.g., notices and directives) to provide a uniform delivery system for supervisors, inspection personnel and industry to minimize the need for clarification after release of new issuances.  Each presentation will capture the highlights and significant changes in each new issuance.

The TSC Questions and Answers page contains answers to various questions received by the Technical Service Center from inspection personnel, industry, and other interested parties, many of which pertain to recent FSIS policy issuances.

FSIS provides assistance to inspection program personnel in performing their verification activities as outlined in the interim final rule issued to amend 9 CFR 310.22(a)(3) of its regulations for the removal, segregation, and disposition of specified risk materials (SRMs).
