Supervisory Budget Analyst

Duties include budget formulation, presentation, and execution, and include managing a professional and/or clerical staff involving the review of program budgets and the development of policies, systems and procedures for budgeting and managing funds; administering a complete program of budget formulation, justification, presentation, and execution, preparing coherent budget presentations, monitoring budget execution and analyzing discrepancies between budget forecasts and actual expenditures and performs trend analysis and various budget and actual projections; assisting with financial projections and forecasting; reviewing budget submissions for reasonableness, accuracy, and conformance with procedures and guidelines; representing the Division before senior officials and middle management at the Trust and maintains a broad range of contacts with regard to systems, accounting, and personnel as well as with OMB staff; leading decision-making sessions with Trust senior managers and program managers to formulate, plan, and implement program budgetary requests; identifying policy or procedural problems and formulating recommendations for management decisions and directing the implementation of such decisions; participating in the preparation of financial and budgetary reports as required; and directly supervising 1-2 employees. Full time position with benefits.

Requires bachelors degree in accounting, finance, or business, or a combination of education and experience that demonstrates the knowledge and skills necessary to perform the required work; Excel; demonstrated ability to apply technology to solve business problems and to apply financial techniques such as accounting and statistics to develop spreadsheet analysis, to provide technical budget services in planning, preparation, or execution, and to communicate effectively orally and in writing. Knowledge of Oracle Financials, experience in working in a multi-faceted environment with complex missions or background in construction, property management, or cost accounting desired but not required.
