The NETL sites in Oregon, Pennsylvania and West Virginia have a research and development component which requires the use of chemicals.  To mitigate the possible hazards that these chemicals may pose, NETL maintains an emergency preparedness program and staffs emergency response teams at its sites. 

All teams cooperate fully with their respective counties to complement their capabilities to mitigate emergencies.

NETL conducts full-scale emergency response exercises every year to simulate an emergency and practice response.  County teams participate to varying levels each year.  Each of the three sites participate in county emergency preparedness activities, including Local Emergency Planning Committees, pandemic preparedness, county emergency response exercises, and other community events.

Shelter-in-place and evacuation:  If there is a release of hazardous materials from an NETL site, NETL emergency response teams will contact county emergency response officials to report the incident and recommend an action.  One recommended action to protect the public might be to shelter-in-place.  Another could be evacuation.

Shelter-in-place means that you should stay in your home, shut all the windows and doors, and shut off any fans that bring air in from the outside.  You should also block or seal openings around doors or windows.  This order would come from county emergency management and would be terminated by county emergency management.

Evacuation means that you should leave your home as quickly as possible and get out of the immediate area.  This order would come from county emergency management and would be terminated by county emergency management.
