Publications and ResourcesTOP's many publications, evaluation reports, and case studies offer lessons learned from the Program's past grants. This section includes public statements by the former TOP director and staff members on the benefits of Information Technology. Under a Broad Agency Announcement (BAA), NTIA solicited proposals for research and evaluation relating to the diffusion of telecommunications and information technology applications in the public and non-profit sectors. Included are five reports from this BAA. The TOP program itself has been evaluated several times over the past ten years. The final program evaluation reports have been prepared by a variety of evaluators, ranging from independent university specialists to internal staff evaluators. The case studies, conducted by an independent research firm, consisted of extensive review of project files and records, along with interviews with project staff, representatives of partner organizations, and project end users. News items from TOP projects are included for the past ten years. In November 2004, the University of Michigan and the University of Illinois at Urbana-Champaign created the TOP Legacy Project to document, preserve, and provide greater public access to the results of the Technology Opportunities Program.
