Normandy Dam Drought Response Release Schedule Change

Coffee, Bedford, Marshall, and Maury Counties, Tennessee

On October 16, 2007, TVA issued a final environmental assessment and finding of no significant impact for a change in the release schedule of Normandy Dam. The change, requested by the state of Tennessee on behalf of the Duck River Utility Commission, would reduce the minimum flow at Shelbyville (Duck River Mile 224.1) from 155 to 120 cubic feet per second (cfs). This change was requested because of exceptional drought conditions and would conserve water in Normandy Reservoir, the source of water for Duck River Utility Commission. TVA normally operates Normandy Dam to provide minimum flows at Shelbyville of 155 cfs from June through November and 120 cfs from December through May. TVA implemented this flow change shortly after completing the environmental assessment and finding of no significant impact.

Due to the continued drought conditions, the state of Tennessee, again on behalf of the Duck River Utility Commission, subsequently requested that TVA further reduce the minimum flow at Shelbyville from 120 to 80 cfs until May 31, 2008. Under this proposal, TVA would maintain minimum flows of 40 cfs at Normandy Dam and 165 cfs at Milltown, Duck River Mile 180.2. This action would further conserve water in Normandy Reservoir by maintaining reservoir elevations approximately one foot higher per month than would be the case under the current operating policy. On February 15, 2008, TVA issued a supplemental environmental assessment and finding of no significant impact for this second change in the release schedule of Normandy Dam.
