Cove at Blackberry Ridge Water Access Rights Exchange and Water Use Facilities

Watts Bar Reservoir, Rhea and Roane Counties, Tennessee

On April 25, 2008, TVA issued a final environmental assessment and a finding of no significant impact for the exchange of water-access rights and construction of community water use facilities at The Cove at Blackberry Ridge residential development on Watts Bar Reservoir.

The applicant, The Cove at Blackberry Ridge, LLC, proposes to relinquish 150 feet of water-access rights along Watts Bar Reservoir shoreline in Rhea County in exchange for receiving 145 feet of water-access rights along the shoreline of Watts Bar Reservoir at TRM 577.3 in Roane County.  The easement would provide The Cove with the access rights necessary to construct a proposed 10-slip (accommodating 20 boats) community docky and boat-launching ramp.  Additionally, the applicant proposes to partner with TVA in funding a shoreline stabilization project at Wading Bird Island, located at TRM 544.0L on Watts Bar Reservoir as part of TVA’s shoreline restoration initiative.

The proposed water-access rights exchange and water-use facilities require approval by TVA under Section 26a of the TVA Act and other authorities.  The environmental assessment evaluates the potential impacts of these approvals, as well as the shoreline stabilization at Wading Bird Island.
