Frequently Asked Questions (FAQs)

What is the purpose of the Office of Personnel Managements (OPM) e-Scholar website?

e-Scholar is a one-stop portal for publicizing educational opportunities available to students (high school to doctorate) and career professionals (teaching faculty to lead scientist). Our goal is to simplify the process of finding educational opportunities and assist Federal Government agencies in attracting the talented professionals from diverse groups and academic areas.

Will e-Scholar list all available Federal educational opportunities?

No. This site is not all inclusive. You may find additional educational opportunities not listed on this site.

When is the best time to apply?

Application requirements, including when to apply, will differ for each program. The e-Scholar website provides information on programs that are offered throughout the year (spring, summer, fall, and winter). Program durations will vary from 6 weeks up to 3 years depending on the requirements. The different start times and length of programs should provide the maximum flexibility for students and career professionals. Read and comply with all application deadlines on each individual website.

Who can apply for these programs?

The e-Scholar website offers a variety of programs. There are educational programs in many fields of study open to students from high school to the doctoral level. Programs are also available to support underrepresented minorities in many fields of study.

What if Im interested in a program but have questions on how to apply?

Every program has a contact phone number or email address. If you are interested, contact the organization directly and inquire about eligibility requirements for admission.

Do applicants have to relocate to participate in the Federal educational programs?

It depends on the program. Some programs are only offered outside the United States and some programs are offered only in specific schools, states, or laboratories. You might have to relocate temporarily for these particular programs. Most programs are nationwide which would allow you to remain at your current residence while you are enrolled and participating.

Can I receive any financial assistance for these programs?

Most programs provide financial assistance in the form of stipends; however, financial assistance will vary between programs. Read all information on the programs before submitting your application.

Would I be required to repay stipends to Federal agencies or partnering organizations?

No, you are expected to complete your academic program and work assignments for the time period of your program.

What is a Cooperative Education program?

Cooperative educational programs allow you to apply theories and work on projects that give real-life meaning to your classroom instruction. Mentoring programs may also be available in the agency where you work so you can have close interaction with experts of a given field of study.

Are there eligibility requirements for the educational programs?

Yes, but each program has different requirements. Most require that you actively pursue a degree, certificate, or diploma. You also need to be in good academic standing at your school, a U.S. citizen, and able to meet security requirements. Check specific programs for eligibility criteria.
