Historical Postcards The Federal Lands Highway Program Celebrates 25 Years in Existence


America's scenic byways are the backbone of American tourism and history. Each has its own unique culture, heritage, natural beauty and legacy that reflect the American story. The Federal Lands Highway, a design and construction arm of the US Department of Transportation, Federal Highway Administration, has been fortunate to be part of the creation of these scenic roads since the first highway legislation, the Federal Aid Road Act, enacted July 11, 1916.

On January 6, 1983 Public Law 97-424, the "Surface Transportation Assistance Act of 1982," was enacted and the Federal Lands Highway Program (FLHP) was born. For the first time, federally-owned roads were recognized as public roads and would receive a portion of funding under the Highway Trust Fund. The FLHP is administered through cooperative agreements with Federal land management agencies such as the National Park Service, USDA Forest Service, US Fish and Wildlife Service, the Bureau of Indian Affairs and the Military Traffic Management Command to provide transportation engineering services for planning, design, construction, contract administration, and technical assistance for highways, bridges, and transportation systems providing access to and within Federally owned and tribal lands. The FLHP, an adjunct to the Federal-Aid Highway Program, provides funding for more than 90,000 miles of Federal and public authority-owned roads that serve Federal lands including forest highways, public lands highways, park roads and parkways, refuge roads, and Indian reservation roads.

The Western Federal Lands Highway Division (WFLHD), one of three field Divisions, administers the FLHP in a 5 state area in the Pacific Northwest and Alaska. The WFLHD has a multi-talented and diverse staff located in Vancouver, WA. Through our vision, mission, and values we hope to continue the legacy of these scenic roads.
