The Executive Office of the President, Office of Management and Budget, Health Division, Health and Human Services Branch

LOCATION: 725 17th Street NW Washington, DC – The New Executive Office Building

POSITION TITLE: Program Examiner

DURATION: 4-6 months - January to June 2009

SHORT DESCRIPTION: The Health and Human Services Branch takes the lead in most budget and management exercises and issues that cut across the Health Division and HHS. The Branch has responsibility for: Health Information Technology Initiative, Agency for Healthcare Research and Quality, Medicare Hearings and Appeals, Public Health Service Commissioned Corps, Office for Civil Rights, Office of Inspector General, HHS General Departmental Management, and the Consumer Product Safety Commission. The Branch also takes the lead in working with HHS to implement the management-related initiative and improve the efficiency of HHS programs.

The Branch coordinates closely with the Medicare, Medicaid, Public Health, and Income Maintenance branches in the review, analysis, and presentation of HHS budget and management issues. Other responsibilities include HHS-wide budget development, appropriations, information technology, Federal financial management, real property, and other cross-cutting policy issues that include medical malpractice liability, medical privacy, patient’s bill of rights, and mental health parity.

DESCRIPTION OF RESPONSIBILITIES: PMF detail responsibilities will revolve around the incoming Administration. Anticipated work products will include: participating in the development and formulation of the President’s FY 2010 Budget; management activities; and special projects. This period promises to be an exciting time for OMB, and the Health Division in particular.

EXPERIENCE: All PMFs looking for an extended detail opportunity are encouraged to apply. Previous health policy experience is not required.
