Attendees included 170 members of the 19 COSIG States, Federal and Co-Occurring Center for Excellence (COCE) representatives, and invited guests. Key themes were leadership; workforce development; screening, assessment, and treatment planning; peer issues; information systems; and sustaining change.

SAMHSA initiated the Co-Occurring State Incentive Grant program in 2003 to develop and enhance the infrastructure of States and their treatment service systems to increase their capacity to provide accessible, effective, comprehensive, coordinated/integrated, and evidence-based treatment services to persons with co-occurring substance abuse and mental health disorders and their families.
