Russell T. Davis Administrator for Housing and Community Facilities Programs
On July 12, 2004, Russell T. Davis was appointed by President George W. Bush to serve as the Administrator of Rural Development’s Housing and Community Facilities Programs. As Administrator, Mr. Davis manages and administers over twenty program and support functions which provide assistance to rural Americans and their communities in obtaining adequate and affordable housing and access to needed community facilities. Rural Development’s housing programs provide over $6 billion in funding each fiscal year.
Davis has extensive housing, financial, and business experience. Prior to coming to the U.S. Department of Agriculture, Mr. Davis served as a Senior Policy Advisor with the U.S. Department of Treasury. He has 15 years of investment banking experience, specializing in public finance and economic development.
During the previous Bush Administration, Davis served as the Acting Deputy Assistant Secretary for Housing Operations at the U.S. Department of Housing and Urban Development.
He earned his Bachelors degree from Harvard, and is currently pursuing a Master of Art degree in applied economics at John Hopkins University. Mr. Davis and his wife have three children.
